Regular Benefit* - The HEAP regular benefit component assists low-income New Yorkers with the cost of heating their homes.
Emergency Benefit* - The HEAP emergency benefit component assists qualifying low-income New Yorkers who are facing a heat or heat related energy emergency and do not have the resources available to resolve the emergency.

The Home Energy Assistance Program (HEAP) was first authorized by Congress during the 1979-1980 Congressional session. It was established as a response to the drastic escalation of costs for heat and energy products during the mid-to-late 1970’s. Categorical eligibility has been established for recipients of Family Assistance, Safety Net Assistance, and Supplemental Security Income as well as certain Food Stamp households. Non-Public Assistance households apply separately. Eligibility for this program is based on the income of the entire household and there is no resource/asset test for the regular non-emergency component of the program.
The APPLICANT must be the person with the heating responsibility and must be the person who signs the application form. You may be called to complete the application process and confirm your benefit; therefore, please provide a telephone number and indicate the best time to call on the front page of the application.
