NOTICE TO BIDDERS
Sealed bids will be received electronically only by the Montgomery County Purchasing Department, Jaclyn Hernigle, Purchasing Agent, via email jhernigle@co.montgomery.ny.us until 10:00 am on Tuesday, June 9, 2020, at which time the bids will be publicly opened and read by the use of a GoToMeeting video conferencing.

The work includes providing all labor, materials, machinery, tools, equipment and other means of construction necessary and incidental to the completion of the work shown on the plans and described in these specifications including but not necessarily limited to the following: installation of new recreation equipment, installation of edging and wood fiber bedding, installation of basketball court with hoops and backboards, walkways, pavilion, concrete pad, park accessories and site restoration.

Complete sets of Contract Documents for bidding may be obtained from Camelot Print and Copy Center, 630 Columbia St. Ext., Latham, NY 12110, upon receipt of a payment of $20 for an electronic copy for each complete set. Bidders will be able to access the project online at the Printer’s web site: https://www.camelotplanroom.com/ . Only official plan holders registered with Camelot can submit a bid.
A prebid conference will not be held for this project, however prospectively bidders are encouraged to visit the site.
CDBG-DR FUNDED PROJECT
This project is being financed with U.S. Department of Housing and Urban Development (“HUD”) Community Development Block Grant-Disaster Recovery (“CDBG-DR”) funds administered by the NYS Governor's Office of Storm Recovery (“GOSR”). Attention of bidders is particularly called to Section 3 requirements,[1] M/WBE goals, Federal labor standards, Federal and State prevailing wage rates, online reporting requirements using Elation System, Inc. and other requirements included in the GOSR Supplementary Conditions for Contracts. See Instructions to Bidders for additional information.

PROJECT COMPLETION
The substantial completion date for this project is sixteen (16) weeks after Bidder receives a notice to proceed with construction from the Municipality.
PROJECT SPECIFIC LIQUIDATED DAMAGES
Liquidated damages will be assessed for each day of delay of the contract in accordance with Article 14 of the General Conditions.
BONDS
The successful bidder will be required to furnish a Performance Bond and a Payment Bond in the statutory form of public bonds required by Section 137 of the State Finance Law, each for one hundred percent (100%) of the amount of the Contract as a condition of contract consent by Montgomery County and the NY Governor’s Office of Storm Recovery.

Questions or requests for clarification may be directed to this project’s technical contact, Walter Lippmann, PE, MJ Engineering and Land Surveying, P.C. at wlippmann@mjels.com. Any reply to such an inquiry, including the initial questions, will be communicated by Addendum to all bidders who have obtained the Contract Documents.
No later than forty-five (45) days after the bid opening, the Municipality shall accept bids or reject all bids. After the bid opening, a bid may not be withdrawn prior to the date that is forty-five (45) days after such bid opening. The Municipality reserves the right to reject any or all bids, and advertise for new bids, if in its opinion the best interest of the Municipality will hereby be promoted.
