NOTICE TO BIDDERS

Notice is hereby given that sealed bids are sought and requested according to the Contract Documents for the bridge replacement of CR 160 (Burtonville Road Spur) over the Tributary of Schoharie Creek, BIN 3310140, Town of Charleston, Montgomery County, New York.

Separate sealed proposals, completed on forms included herein will be received at the Office of the Montgomery County Purchasing Department, County of Montgomery, Office Building Annex, 1st Floor, 20 Park Street, Fonda, New York 12068-1500. Bids will be received on Thursday, January 9, 2020, until 10:00 A.M. and read aloud at 10:05 A.M. in the office of the Montgomery County Purchasing Department. Bids received after 10:00 A.M. shall not be considered.

The Information for Bidders, Form of Bid, Form of Contract, Plans, Specifications and Forms of Bid Bond, Performance and Payment Bond, and other contract documents, may be examined at the following:

A CD with plans and specifications may be obtained at the office of the Montgomery County Purchasing Agent, Office Building Annex, 1st Floor, 20 Park Street, Fonda, New York 12068-1500 between the hours of 9:00 A.M. and 3:00 P.M. The first CD of plans and specifications is free, each additional CD is $10.00 each (non-refundable). Checks shall be made payable to Montgomery County for each additional CD so obtained. No CDs will be mailed without pre-payment of the additional CD fee, if applicable, (non-refundable) plus $10.00 for postage and handling (non-refundable).

Bidder shall deposit with its proposal, security in the amount of no less than FIVE percent (5%) of its Base Bid in form and subject to conditions provided in “Information for Bidders”.

The successful Bidder shall furnish a Performance Bond and a Labor and Material Payment Bond in the amount of one hundred percent of the accepted bid as set forth in the Proposal Form. These bonds shall guarantee completion of the work in accordance with the plans and specifications within the time stipulated in the contract and prompt payment of all obligations arising thereunder. The contractor shall pay the premium for such bonds.

This project is a Federal Aid project, Contract Number D035763, and NYSDOT Standard Construction Specification must be followed. Equitable Business Opportunities (EBO) reporting software is required to be used on this project. The DBE goal for this project is 9%. There are no M/WBE requirements on this project. The Equal Employment Opportunity goal for Minority Participation is 3.2% and the Women Participation goal is 6.9%. There are no residency or geographical restrictions on this project.

Addenda, if any, will be issued only to those persons whose names and addresses are on record with the Montgomery County Purchasing Department, County of Montgomery, as having obtained the contract documents.

The right is reserved by the County of Montgomery to waive any informalities in and reject any or all bids.

Standard Specifications

The New York State Department of Transportation Standard Specifications, as amended, herein referred “Standard Specifications” are hereby incorporated in this project in their entirety, except as specified within the contract documents or this notice.

The Contractor is advised that the Commissioner of New York State Department of Transportation, hereby referred to as “Commissioner” and the New York State Department of Transportation, hereby referred to as “Department”, as defined in Section 101 of the Standard specifications have delegated any actions required of them within the Standard Specifications to Montgomery County, or the named agent of Montgomery County. This shall include, but not limited to, providing supplemental bid information, bid and bond formats and submittals, receipt of submittals, providing material certifications and reviews, granting of time extensions, payments of estimates, furnishing ROW, overtime dispensation processing, approval of shop drawings, installation methods and construction details, and monitoring and enforcing safety, health and environmental requirements and permits.
