RFP #02-09 Management, Operation and Maintenance of the County Public Transportation System

The County of Montgomery, located in New York State, invites proposals for contracting the Management, Operation, and Maintenance of its public transportation system - The Montgomery Area Xpress (MAX) for a TWO (2) year period plus two optional two (2) year extensions. The successful Contractor will utilize two County-owned vehicles and provide a turnkey service including all backup vehicles, maintenance, operations facilities, customer service, fare collection and auditing, and system management.

Montgomery County seeks proposals from qualified firms with strong experience in all aspects of bus transit operations, maintenance, customer service, and system management, including experienced personnel. All prospective proposers are required to attend a mandatory pre-proposal meeting to be held on Wednesday, September 9, 2009 at 1:00pm EST in the Montgomery County Business Development Center Conference Room located at 9 Park Street in Fonda, NY

All proposals must be received by Montgomery County Purchasing Department, PO Box 1500, 20 Park Street, Fonda, NY 12068 no later than 4:00 p.m. EST, September 30, 2009. NO PROPOSALS WILL BE ACCEPTED AFTER THIS TIME AND DATE. PROPOSALS WILL REMAIN SEALED AND UNOPENED UNTIL OCTOBER 1, 2009. PROPOSALS WILL NOT BE PUBLICLY OPENED.

Proposing firms must not be on the NYS list of ineligible bidders. The Contractor will be required to comply with all applicable Equal Employment Opportunity Laws and Regulations. Disadvantaged Business Enterprises will be afforded full opportunity to submit proposals in response to this Request for Proposals and will not be subjected to discrimination on the basis of race, color, sex, or national origin in consideration for an award.
