WHEREAS, there are unexpected Indigent Legal Services Grant funds available for carry-over in the 2018 Public Defender Budget; and

WHEREAS, funds from said grant monies are needed to purchase supplies and attend conferences and training.

To utilize needed grant funds and further enhance the abilities of the Public Defenders Office to provide the public with up to date services.


III. Legislative Impact:

Pursuant to Article 2 of the charter, the Montgomery County Legislature has the power to make appropriations.


IV. Financial Impact:

Increased appropriations are offset by grand funding.

RESOLUTION AUTHORIZING THE COUNTY EXECUTIVE TO SIGN AND EXECUTE A CONTRACT AGREEMENT - RSTELECOM-MICROWAVE MAINTENANCE (EMERGENCY MANAGEMENT)

WHEREAS, the Emergency Management Office needs a contract to provide microwave maintenance for Montgomery County's 911 microwave system; and

WHEREAS, the microwave system is the backbone of the 911 communications sytem and assists in providing emergency communications to all of our first responders; and

WHEREAS, an RFP was issued for microwave maintenance; and

WHEREAS, RSTelecom was the lowest, responsible, responsive bidder

RESOLVED, that the County Executive is hereby authorized to sign and execute a contract agreement with RSTelecom for a term of July 1, 2018 to December 31, 2018 for $17,000 and January 1, 2019 to December 31, 2020 at a cost not to exceed $48,000 a year, after review and approval by the County Attorney.

I. Nature of Request:

RESOLUTION AUTHORIZING THE COUNTY EXECUTIVE TO SIGN AND EXECUTE A CONTRACT AGREEMENT - RSTELECOM-MICROWAVE MAINTENANCE (EMERGENCY MANAGEMENT)


II. Justification:

It is imperative that we have a maintenace agreement to keep our microwave system in good working orsder and to avoid interuptions in our 911 communications.  RSTelecom has been providing this service for 6 years and they have done a very good job.  The microwave system was a very expensive endeavor and is the backbone of our 911 communications system.  This contract expired and this renewal is necessary to keep services flowing. 


III. Legislative Impact:

Pursuant to Article 3 of the Charter the Montgomery County Executive is authorized to sign contracts.


IV. Financial Impact:

There should be no budget impact as this money is already budgeted and a yearly occurrence.

WHEREAS, Montgomery County has been focusing on consolidating government services; and

WHEREAS, the Amsterdam Police Department has a polygrapher and equipment that they are willing to allow the Montgomery County Sheriff's Office to use at no cost to the County; and

WHEREAS, the Sheriff recommends entering into an agreement with the Amsterdam Police Department to utilize their established Polygrapher and equipment on occasion to aid in the detection of truth during criminal and internal investigations.

THEREFORE BE IT RESOLVED, the Montgomery County Legislature authorizes and directs the County Executive to enter into an agreement, after review and approval of the County Attorney, with the Amsterdam Police Department to use of their polygrapher and equipment at no cost to the County.

III. Legislative Impact:

Law enforcement agencies benefit from using forfeiture money to purchase necessary equipment and attend valuable training without any cost to the County of Montgomery.

RESOLUTION AMENDING AGREEMENTS WITH NEW YORK STATE INDUSTRIES FOR THE DISABLED, INC. AND GENERAL CODE FOR 2017-2018 SHARED SERVICES DIGITIZATION GRANT PROJECT EXTENSION (DATA PROCESSING)

WHEREAS, Montgomery County received a 2017-2018 grant in the amount of $77,300 from the New York State Local Government Records Management Improvement Fund for a Shared Services project scanning records for the City of Amsterdam, Town of Amsterdam, Town of Florida, and Montgomery County for import into an electronic content management system; and 

WHEREAS, Resolutions 185 of 2017 authorized the County Executive to sign the agreements with New York State Industries for the Disabled, Inc. (NYSID) to digitize the aforementioned records and with General Code for the purchase of the Laserfiche software and the hiring of two part-time Records Management Clerks ; and

WHEREAS, Resolution 64 of 2018 authorized the hiring of an additional part-time Records Management Clerk to verify the digitized records and complete the grant project; and

WHEREAS, New York State Education Department has informed Montgomery County of an extension to the grant project through September 30, 2018; and

WHEREAS, the services of the three part-time Records Management Clerks and those agreements with NYSID and General Code expire June 30, 2018 and need to be extended through September 30, 2018 for the completion of the shared services digitization project.

RESOLVED, that the County Executive, following review and approval by the County Attorney, hereby is authorized and directed to extend said agreements with New York State Industries for the Disabled, Inc. (NYSID) and General Code from June 30, 2018 until September 30, 2018 to complete the shared services digitization project.

Statement of Legislative and Financial Impact:

I. Nature of Request:

Resolution extends agreements (Res. # 185 of 2017 and #64 of 2018) with vendors  as well as services of three part-time Records Management Clerks as part of a shared services digitization grant project.  Resolution authorizing the Montgomery County Executive to enter into an agreement with a Preferred Source vendor (NYSID) for the scanning of records per the Shared Services agreements with the City of Amsterdam, Town of Amsterdam, and Town of Florida for their use of the electronic content management system.  It is necessary to purchase Laserfiche user licenses from General Code to continue the shared services agreement with the City of Amsterdam, Town of Florida and Town of Amsterdam for the digitization of records.


II. Justification:

NYSID is a Preferred Source vendor on the NYS Contract for document imaging.  For efficiency purposes, the City of Amsterdam, Town of Amsterdam and Town of Florida wish to maintain their records on Montgomery County's electronic content management system.  It is necessary to purchase Laserfiche from General Code to implement the shared services agreement with the City of Amsterdam, Town of Florida and Town of Amsterdam for the digitization of records. 

Clerks are needed to review records that have been scanned and imported into the Laserfiche system and compare them to the originals for accuracy.  Due to the shortened time left for the grant project, its necessary to hire a 3rd individual to complete the project.


III. Legislative Impact:

Pursuant to Article 2 of the Charter the Montgomery County Legislature has the authority to make appropriations.  Pursuant to Article 3 of the Charter, the Montgomery County Executive has the power to enter into contracts.


IV. Financial Impact:

No financial impact.  Digitization, Laserfiche software, and Records Management Clerks (PT) are part of the grant project and provided for with grant funds.

WHEREAS, Montgomery County received a 2018-2019 grant in the amount of $55,591 from the New York State Local Government Records Management Improvement Fund for a project scanning Montgomery County Public Health records for import into an electronic content management system, and

WHEREAS, said funds will be used to provide for a project scanning records for Montgomery County for import into an electronic content management system, and

WHEREAS, New York State Industries for the Disabled, Inc. (NYSID) will digitize the aforementioned records and General Code will provide additional user licenses, support and training for use in the Laserfiche software, and

WHEREAS, two part-time Records Management Clerks will verify the scanned images for accuracy and legibility during the grant period.

RESOLVED, that the County Legislature hereby authorizes acceptance of the grant award, and that the County Executive, following review and approval by the County Attorney, hereby is authorized and directed to sign agreements with New York State Industries for the Disabled, Inc. (NYSID) to digitize the aforementioned records, and with General Code for the purchase of additional user licenses, support and Laserfiche training, and

FURTHER RESOLVED, that said agreements, which shall commence on July 1, 2018 and end on June 30, 2019, shall provide for compensation in amounts not to exceed $36,208 (NYSID) and $2,761(General Code).

FURTHER RESOLVED, that the County Treasurer is hereby directed to amend the 2018 Operating Budget:
