RESOLUTION AWARDING CONTRACTS FOR REHABILITATION OF 9 PARK ST (PUBLIC WORKS)

 WHEREAS, Resolution 176 of 2024 accepted a grant extension from NYS Office of Indigent Legal Services for $1,200,000.00; and

WHEREAS, Resolution 176 of 2024 dedicated said funds to renovation office space at 9 Park St, Fonda, Old Courthouse; and

WHEREAS, due to time extension deadlines given by NYS ILS to expire March 31, 2025, Construction Contracts need to be executed as soon as possible; and

WHEREAS, RFP 01-25 requested sealed bids for renovations at 9 Park St and bids were opened on January 31, 2025 at 10AM with the following results (as attachment A); and

WHEREAS,  an RFP was also issued to see costs of renovation for the old Public Works facility, but those bids came in well above available grant funding and would require a significant capital investment; and

WHEREAS,  RFP 01-25 for renovations at 9 Park St  completely falls within the funding that was awarded by NYS Office of Indigent Legal Services; and

WHEREAS, the Commissioner of Public Works along with the Architect for the project recommends prime contracts be awarded to the lowest, responsible, responsive bidders.

RESOLVED, the Montgomery County Legislature hereby awards General Construction Contract to A. Paro Construction, LLC of Pattersonville, NY, in an amount not to exceed $472,200.00; and

FURTHER RESOLVED, the Montgomery County Legislature hereby awards HVAC Contract to Campito Plumbing & Heating of Latham, NY, in an amount not to exceed $222,300.00; and

FURTHER RESOLVED, the Montgomery County Legislature hereby awards Plumbing contract to Hamilton Plumbing of Lake Luzerne, NY in an amount not to exceed $102,150.00; and

FURTHER RESOLVED, the Montgomery County Legislature hereby awards Electrical contract to Executive Electric of Amsterdam, NY in an amount not to exceed $140,019.00; and

FURTHER RESOLVED, that the County Executive, upon approval of the County Attorney, is authorized and directed to sign the aforementioned contacts.

Statement of Legislative and Financial Impact:

I. Nature of Request:

Award bids and sign contracts for work associated with the rehabilitation of 9 Park St., Fonda.


II. Justification:

The County Legislature, by Resolution 176 of 2024, accepted grant funds to renovate building at 9 Park St. to relocate the Public Defender’s Office.


III. Legislative Impact:

Pursuant to Article 2 of the County Charter, the Legislature has the authority to approve bids and authorize the County Executive to sign contracts.
