RESOLUTION AUTHORIZING MONTGOMERY COUNTY EXECUTIVE TO SIGN CONTRACTS FOR OPERATION AND WASTE TRANSPORT SERVICES ASSOCIATED THE MONTGOMERY COUNTY TRANSFER STATIONS (COUNTY LEGISLATURE)

WHEREAS, Montgomery County currently has a contracts with GottaDo Contracting, LLC. for the operations and waste transport services associated with Montgomery County’s two solid waste transfer stations which are set to expire on December 31, 2024; and
WHEREAS, Montgomery County issued a Request for Proposals for Solid Waste Transfer Station Operations for a period to commence January 1, 2025 and end on December 31, 2027 and Waste Transport Services for a period to commence January 1, 2025 and end on December 31, 2025 with two additional one year options; and
WHEREAS, it is recommended that Montgomery County enter into an agreement with GottaDo Contracting LLC, for the operations and waste transport services associated with the solid waste transfer stations in Montgomery County.
RESOLVED, the Montgomery County Legislature hereby endorses an agreement with GottaDo Contracting LLC, for the operations to commence on January 1, 2025 and end on December 31, 2027 and waste transport services to commence on January 1, 2025 and end on December 31, 2025 with two additional one year options associated with the solid waste transfer stations in Montgomery County at the following rates:
2025: $18.75/ton
2026: $19.32/ton
2027: $19.90/ton
FURTHER RESOLVED, that the Montgomery County Executive upon review and approval of the County Attorney is authorized to sign and execute any and all prospective agreement documents associated with said contracts with GottaDo Contracting, LLC.

I. Nature of Request:
Authorization to renew contracts with GottaDo Contracting, LLC for operations and waste transport services.
II. Justification:
Current contracts with private GottaDo Contracting, LLC for operations and waste transport services ends December 31, 2024 and a new contract needs to be executed.
III. Legislative Impact:
Pursuant to Article 3 of the Charter the Montgomery County Executive has the authority to sign contracts.
IV. Financial Impact:
The proposed rates for renewal of operations at the transfer stations for the next three years are:
2025: $18.75/ton
2026: $19.32/ton
2027: $19.90/ton
The proposed rate for transportation of solid waste for 2025 is $32.75/ton
