RESOLUTION FOR BERKSHIRE FARM CENTER AND SERVICES FOR YOUTH (ENHANCED STEPPING STONES PROGRAM) AGREEMENT (SOCIAL SERVICES)

WHEREAS, the Department of Social Services currently contracts with Berkshire Farm Center & Services for Youth for the operation of their Enhanced Stepping Stones Program relative to the New York State Raise the Age legislation until December 31, 2023; and

WHEREAS, the program provides intensive home based treatment to youth who have committed nonviolent crimes as an intervention to prevent out of home placement of 16 and 17 year old’s; and

WHEREAS, the Department is desirous of continuing this collaboration with Berkshire Farm to increase family preservation and reduce the risk of out-of-home placements as well as reduce the risk for future contact with the juvenile justice system and prevent return to placement.

NOW, BE IT RESOLVED, that the Montgomery County Legislature, after review and approval by the County Attorney, hereby authorizes and directs the County Executive to execute a contract with Berkshire Farm Center & Services for Youth for the period of January 1, 2024 through December 31, 2024 not to exceed $120,206.00 for their Enhanced Stepping Stones Program.

Statement of Legislative and Financial Impact:

I. Nature of Request:

Authorizing the County Executive to sign Berkshire Farm Center & Services for Youth (Enhanced Stepping Stones Program) Agreement.

II. Justification:

This program helps to reduce out-of-home placements, detention services and re-arrests.

III. Legislative Impact:

Pursuant to Article 3 of the Charter, the Montgomery County Executive has the authority to sign contracts.

IV. Financial Impact:

This program is currently budgeted in the amount of $120,206.00 for the 2024 year. State funding is available for this program.
