RESOLUTION SUPPORTING CFA APPLICATION- BOA FOR THE VILLAGES OF FORT PLAIN AND NELLISTON (ECONOMIC DEVELOPMENT)

WHEREAS, the County recognizes that the renewal of downtown areas throughout the County to strengthen the local economy and increase quality of life for residents; and
WHEREAS, Montgomery County desires to apply to the New York Department of State Brownfield Opportunity Area program through the state's Consolidated Funding Application (CFA) 2023 round to study the Villages of Fort Plain and Nelliston as multi-jurisdictional Brownfield Opportunity Area; and
WHEREAS, the grant being applied for carries a 10% match of the overall project cost of $115,000; and
WHEREAS, this amounts to a $11,500 match with $4,500 of that being in kind services;
WHEREAS, the Villages of Fort Plain and Nelliston will provide the additional necessary $7,000 match for the grant which will be split equally amongst the Municipalities;
WHEREAS, the administration of any grant will be completed by the Montgomery County Business Development Center, 9 Park Street, PO Box 1500, Fonda, New York, 12068; and
WHEREAS, the County Executive is the Authorized Representative and is authorized and directed to enter into a memorandum of understanding with the Villages of Fort Plain and Nelliston to administer this grant;
WHEREAS, the County commits to completing the BOA project should the grant be awarded;
NOW, THEREFORE BE RESOLVED, that the Montgomery County Legislature supports the efforts of Montgomery County’s CFA application submission for the 2023 round; and
BE IT FURTHER RESOLVED, that the Montgomery County Legislature authorizes and directs that a grant application be submitted through the New York State Department of State through the state's Consolidated Funding Application (CFA) 2023 round to study The Villages of Fort Plain and Nelliston as Brownfield Opportunity Area.

Resolution authorizes support for a Consolidated Funding Application for the study The Villages of Fort Plain and Nelliston as Brownfield Opportunity Area.
II. Justification:
Resolution is necessary to show County support of project.
III. Legislative Impact:
Authorized pursuant to Article 2 of the Charter.
IV. Financial Impact:
Grant is 10% match of the total project. County share would be $4,500 coming from in-kind services. Additional Match will be provided by the Villages of Fort Plain and Nelliston each contributing $3,500
