RESOLUTION TO TRANSFER FUNDS TO ALLOW FOR PAYMENT OF MATERIAL, BIKE PATH PAVING 2019 (PUBLIC WORKS)

WHEREAS, Montgomery County was awarded a grant to complete paving of the Bike Path through Montgomery County; and
WHEREAS, in 2018, Montgomery County Department of Public Works expended all but $62,470.67 of the grant funds and ended approximately 2.5 miles short of completing the project with an additional $86,481.00 required for completion; and
WHEREAS, the County Executive and the Commissioner of the Department of Public Works have utilized funds within the 2019 budget to complete the project; and
WHEREAS, Montgomery County Department of Public Works has completed the paving project, and has satisfied the terms of the grant by contributing labor and funds as required; and
WHEREAS, a transfer of funds is required within the Montgomery County Department of Public Works budget to allow for the payment of materials on said project.
THEREFORE, BE IT RESOLVED, that the Montgomery County Treasurer is authorized to transfer funds to allow for payment of materials in the 2019 budget:

Statement of Legislative and Financial Impact:
I. Nature of Request:
TRANSFER FUNDS TO ALLOW FOR PAYMENT OF MATERIAL, BIKE PATH PAVING 2019
II. Justification:
Appropriations need to be spent from budgetary lines in which they are intended for. A transfer is required from Highway "D" Fund to Special Recreational "A" Fund to cover expenses.
III. Legislative Impact:
The Legislature has the authority to authorize the Treasurer to make transfers.
IV. Financial Impact:
Monies are budgeted - this is a transfer resolution.
