WHEREAS, Introductory Local Law A (Local Law 1 of 2019), entitled “A Local Law Rescinding Local Laws 2 and 6 of 2017”, hereby is adopted and is incorporated as follows:
BE IT ENACTED by the Montgomery County Legislature as follows:
Local Laws 2 and 6 of 2017 are hereby rescinded.

Statement of Legislative and Financial Impact:
I. Nature of Request:
RESOLUTION ADOPTING INTRODUCTORY LOCAL LAW A (LOCAL LAW 1 OF 2019) - A LOCAL LAW RESCINDING LOCAL LAWS 2 AND 6 OF 2017
II. Justification:
It is suggested that a revised PACE program be adopted revising the administration, the enforcement of delinquent loans and revising the underwriting criteria for the loan.
III. Legislative Impact:
Pursuant to Article 2 of the Charter the Montgomery County Legislature has the authority to exercise all powers of local legislation in relation to enacting, amending or rescinding local laws, Charter laws, legalizing acts or resolutions.
IV. Financial Impact:
None anticipated.
