RESOLUTION AMENDING THE 2018 BUDGET AND ESTABLISHING A  PART-TIME TEMPORARY SOCIAL WELFARE EXAMINER (SOCIAL SERVICES)

WHEREAS, the Department of Social Services currently requires assistance in processing IV-E eligibility determinations, and through a variety of Audits, has determined that timely processing of these determinations will result in revenues for the County;

WHEREAS, the funds required would need to be appropriated to cover the cost of the salary for a Part Time Social Welfare Examiner;

WHEREAS, the Commissioner of Social Services recommends the appointment of a Part-time Social Welfare Examiner which is supported and recommended by the audit recently done by the State and Bonadio Associates.

RESOLVED, the Montgomery County Legislature establishes the Part Time Temporary Social Welfare Examiner at a rate of $13.8684 an hour. The number of hours will be limited to no more than 17.5 hours per week as standard County practice.

AS FURTHER RESOLVED, the Montgomery County Legislature hereby authorizes and directs, upon review and approval of the County Attorney, that the County Treasurer is hereby authorized and directed to amend the 2018 Operating budget as follows (effective August 1, 2018):

Statement of Legislative and Financial Impact:

I. Nature of Request:

AMENDING THE 2018 BUDGET AND ESTABLISHING A  PART-TIME TEMPORARY SOCIAL WELFARE EXAMINER


II. Justification:

A PT Social Welfare Examiner works in conjunction with the Foster Care and JD/PINS Units to recover federal dollars that are due the County.


III. Legislative Impact:

Pursuant to Article 2 of the Charter, the Montgomery County Legislature has the power to make appropriations and the County Executive has the authority to sign contracts.


IV. Financial Impact:

The position will be funded 50% Federal dollars ($2,554.00), 17% State dollars ($868.00) and 33% Local dollars ($1,686) for the remainder of the 2018 fiscal year.
