RESOLUTION ESTABLISHING POSITION OF FISCAL TECHNICIAN AND ELIMINATING ACCOUNTANT POSITION AND AMENDING THE 2016 OPERATING BUDGET (COUNTY TREASURER)

WHEREAS, due to changing responsibilities and position turnover the Treasurer’s Department has a need for a change in title of a position; and
WHEREAS, the County Treasurer hereby requests the elimination of the titled Accountant position (Grade I) and the creation of a Fiscal Technician position (Grade I); and
WHEREAS, the addition of a Fiscal Technician position (Grade I) will open the position to a greater pool of applicants without any increase in salary.
RESOLVED, the Montgomery County Legislature hereby authorizes and creates a Fiscal Technician position (Grade I); and
FURTHER RESOLVED, that the Montgomery County Legislature hereby eliminates the Accountant position (Grade I);
FURTHER RESOLVED, that the County Treasurer is hereby authorized and directed to amend the 2016 Operating Budget as follows:

Statement of Legislative and Financial Impact:
I. Nature of Request:
Change in title for position in Treasurer's office
II. Justification:
Due to the high turnover of position and narrow qualification makes very difficult to hire and retain individual in current title. New title would open position to a greater pool of candidates.
III. Legislative Impact:
Pursuant to Article 2 of the Charter the Montgomery County Legislature has the authority to create and abolish positions and to make appropriations.
IV. Financial Impact:
No fiscal impact - salary of new position would be same grade and amount as current title
