RESOLUTION FOR THE ESTABLISHMENT OF A LEAD AGENCY FOR FUNDING FOR THE SUPERVISION AND TREATMENT SERVICES FOR JUVENILES PROGRAM (STSJP) (PROBATION)

WHEREAS, per Section 529-b of the Executive Law, a new program referred to as SUPERVISION AND TREATMENT SERVICES FOR JUVENILES was established designed to encourage the use of effective alternatives to detention and placement for low and medium risk youth while ensuring that detention is used appropriately for high risk youth, and
WHEREAS, the establishment of this new program also provides state funding for implementation and the funds available to Montgomery County amount to $40,000 for STSJP, and
WHEREAS, per a directive from Gladys Carrion, Esq., Commissioner of the New York State Office of Children and Family Services, each county in New York State must designate a lead agency for the acceptance and distribution of STSJP funds as well as submit a plan to OCFS by June 30, 2011 detailing how these funds will be utilized, and
WHEREAS, the Probation Department provides services to the PINS and Juvenile Delinquent population and could benefit from the STSJP funding by purchasing intensive services to treat this population to avoid costly placements,
RESOLVED that the Board of Supervisors approves the establishment of the Montgomery County Probation Department as the lead agency to accept $40,000 in funding for the Supervision and Treatment Services for Juveniles Program, and designates that the Probation Department will develop a plan for submission to OCFS by June 30, 2011.
