RESOLUTION AUTHORIZING THE COUNTY EXECUTIVE TO SIGN ADDENDUM TO INTERFAITH PARTNERSHIP FOR THE HOMELESS CONTRACT 2021 AND 2022 (SOCIAL SERVICES)

WHEREAS, the Department of Social Services currently contracts with IPH, a non-profit organization, who operates Danielle’s House, a homeless shelter in Montgomery County; and
WHEREAS, the Office of Temporary and Disability Assistance Regulation 18 NYCRR 304 (Code Blue) requires counties to pay for emergency shelter services for the protection of vulnerable homeless individuals; and
WHEREAS, Code Blue services are billed separate from the services provided in the current agreement with Danielle’s House; and
RESOLVED, that the Montgomery County Legislature, after review and approval by the County Attorney, hereby authorizes, and directs the County Executive to sign and execute an addendum with Interfaith Partnership for the Homeless to the already fully executed agreements for the term(s) of January 1, 2021-December 31, 2021 and January 1, 2022-December 31, 2022 for emergency shelter services, which shall include Code Blue invoicing separately in an amount not to exceed $82,959.82 for January 1, 2021-December 31, 2021 and January 1, 2022-December 31, 2022 terms.

I. Nature of Request:
Amending Agreement for 2021 and 2022 Interfaith Partnership for the Homeless to include Code Blue Payments.
II. Justification:
The Department is mandated to provide emergency housing for the vulnerable homeless population during inclement weather.
III. Legislative Impact:
Pursuant to Article 3 of the Charter the Montgomery County Executive has the authority to sign contracts.
IV. Financial Impact:
This contract will be funded 100% by State dollars.
