Chairman Brian D. Sweet has called a meeting of the Education/Government Committee for 6:03 p.m. on Tuesday, May 18, 2021 in the Legislative Chambers, County Office Building, 64 Broadway, Fonda, New York 12068. 

In conjunction with Governor Cuomo’s Executive Order, this meeting will also be held electronically via teleconference on May 18, 2021 at 6:03 pm.  Members of the public may participate in the meeting by attending or by calling 1-224-501-3412, Access Code 844-727-301. Minutes of the hearing will be transcribed and later posted on the Montgomery County website at www.co.montgomery.ny.us.

RESOLUTION AUTHORIZING THE COUNTY EXECUTIVE TO SIGN A TWO YEAR AGREEMENT RELATED TO TRANSPORTATION OF ELECTION RESULTS  (BOARD OF ELECTIONS)

WHEREAS, the Board of Elections desires to engage the services of Amsterdam High School March Band Boosters to transport election materials, following the tabulation of election results, on election days; and 

RESOLVED, that the County Executive, following review and approval by the County Attorney, hereby is authorized and directed to sign a two year agreement with the organization in order for members of such organization to assist the Board of Elections with the recovery and delivery of election results, on election night to the Board of Elections; and

FURTHER RESOLVED, that said organization will be compensated at a rate of $25.00 dollars per poll site serviced with a maxium budgetary limit of $600.00 per election for a two year term expiring December 31, 2022.

Statement of Legislative and Financial Impact:

I. Nature of Request:

Authorizing Amsterdam High School March Band Boosters as a courier service on election night for election results.


II. Justification:

Per Election Law 9-126 would utilize the organization to assist Board of Elections with recovery and delivery of election results to Board of Elections office.


III. Legislative Impact:

Pursuant to Article 3 of the Charter the County Executive has the authority to sign contracts


IV. Financial Impact:

Fully funded in 2021 Budget for Board of Elections.

RESOLUTION AUTHORIZING THE COUNTY EXECUTIVE TO EXECUTE AMENDMENT NO. 1 TO THE 2021 AGREEMENT WITH SOIL AND WATER AMENDING 2021 OPERATING BUDGET (LEGISLATURE)

WHEREAS, Agriculture has a significant role in the County’s economy, protection of the environment, open space and beauty; and

WHEREAS, Resolution 214 of 2021 authorized entering into an agreement with the Montgomery County Soil and Water Conservation District for $118,000 in accordance with Section 223 of County Law to provide funds to assist said agency in maintaining said District  under the provisions of the New York State Soil Conservation District Law; and

WHEREAS, the Montgomery County Soil and Water Conservation District is requesting that an amendment be executed to this agremeent increasing the agreement by  $30,000 so that they can receive additional funding to help fund an Agricultural Economic Development Specialist position to implement the adopted Montgomery County Agricultural and Farmland Protection Plan as well undertake various initiatives that support Montgomery County’s Agricultural economy

RESOLVED, that upon review and approval of the County Attorney the Montgomery County Executive is authorized and directed to execute Amendment No. 1 of the  2021 Agreement with the Montgomery County Soil and Water Conservation District to increase their funding by $30,000 for 2021; and

FURTHER RESOLVED, that the County Treasurer is hereby authorized and directed to amend the 2021 Operating Budget as follows:

INCREASE:     
A599  Appropriated Fund Balance $15,000
A511  Appropriated Reserve - Farmland Protection $15,000
     
INCREASE APPROPRIATIONS:     
A-01-4-8710-00-4576  Soil Conservation District  $30,000
