Chairman Daniel P. Wilson has called a meeting of the Physical Services Committee for 6:02 p.m. on Tuesday, May 18, 2021 in the Legislative Chambers, County Office Building, 64 Broadway, Fonda, New York.  

In conjunction with Governor Cuomo’s Executive Order, this meeting will also be held electronically via teleconference on May 18, 2021 at 6:02 pm.  Members of the public may participate in the meeting by attending or by calling 1-224-501-3412, Access Code 844-727-301. Minutes of the hearing will be transcribed and later posted on the Montgomery County website at www.co.montgomery.ny.us.

RESOLUTION ESTABLISHING TWO (2) MOTOR EQUIPMENT OPERATOR 1 TRAINEE POSITIONS (PUBLIC WORKS)

WHEREAS, there are currently four (4) open Motor Equipment Operator 1 positions in the Department of Public Works; and

WHEREAS, the Commissioner of Public Works has reviewed the workload of the department, and due to the insufficient amount of applications being received for MEO 1 positions, is requesting two (2) current MEO 1 positions be replaced with  two (2) Motor Equipment Operator 1 Trainee positions; and

WHEREAS, funding for the positions already exists in the 2021 Budget; and

WHEREAS, the Personnel Officer has established the title of MEO 1 Trainee, a Non-Competitive title, and has allocated said title at a base salary of $32,731.00, Grade D in the CSEA Bargaining Unit; and

WHEREAS, the position will receive an increase to $33,140.00 in July, per the CSEA Bargaining Unit, which is also funded for in the 2021 Operating Budget; and

WHEREAS, the candidate for the position will have one (1) year to acquire a CDL B License and be promotoed to the higher MEO 1 title.

RESOLVED, that the Montgomery County Legislature hereby establishes two (2) full time MEO 1 Trainee positions in the Department of Public Works, at a base salary of $32,371.00, Grade D in the CSEA Bargaining Unit, with an increase to $33,140 in July, per the CSEA Bargaining Agreement.

FURTHER RESOLVED, the County Treasurer is hereby authorized and directed to amend the 2021 Operating Budget as follows:

Statement of Legislative and Financial Impact:

I. Nature of Request:

To reclassify two (2) existing MEO 1 positions in the Department of Public Works and create two (2) MEO 1 Trainee positions, based on the Commissioner's recommendation for the department's demands.


II. Justification:

There is a need in the Department of Public Works for MEO 1 applicants, and after several failed attempts to fill the positions, the Commissioner is seeking two entry level MEO 1 Trainees who will gain the essential knowledge, skills, and abilities to eventually perform the duties of the higher title.


III. Legislative Impact:

The Montgomery County Legislature has the authority to create new positions.


IV. Financial Impact:

Base Salary will be reduced from:

MEO 1-                 $34,365       (current)

MEO 1 Trainee-    $32,731       (current)

MEO 1-                 $34,795       (July)

MEO 1 Trainee-    $33,140       (July)

The County will realize a savings of $3,310 for the 2021 Operating Budget
