RESOLUTION AUTHORIZING COUNTY EXECUTIVE TO ENTER INTO A CONTRACT WITH SAHL'S GLASS AND GLAZING (LEGISLATURE)

WHEREAS, a bid was solicited for installation of new windows at the County Annex building via RFP 01-24; and

WHEREAS, this bid was awarded to Sahls' Glass and Glazing; and

WHEREAS, more funds are available to continue the window installation project. 

NOW THEREFORE BE IT RESOLVED, that the Montgomery County Executive is authorized to enter into an amendment to the contract with Sahl's Glass and Glazing to increase the contract to $121, 300 and for additional amendments if funds become available.  At a total contract amount not to exceed 350K.

WHEREAS, Resolution 175 of 2023 authorized the Campus Paving Project Phase I and Resolution 57 of 2024 authorized a contract with C.T. Male for Engineering Services at Fulton Montgomery Community College; and

WHEREAS, the amended contract will include bid phase services, construction administration and observation; and

WHEREAS, FMCC received an updated cost proposal from C.T. Male Associates dated July 26, 2024 to perform these services at a cost of $62,900.00, and

WHEREAS, the contract breakdown of costs are as follows:

NYS $31,400
Montgomery County $15,725.00
Fulton County $15,725.00
Total $62,900.00; and

 RESOLVED,  the Montgomery County Executive, upon review and approval by the County Attorney, is authorized and directed to sign a contract with C.T. Male Associates for engineering professional services at a cost not to exceed $62,900; and

FURTHER RESOLVED, that this resolution is contingent upon a similar resolution being passed by Fulton County.

WHEREAS, the Fulton Montgomery Community College Board of Trustees has recommended that the 2025 Capital Projects Request be undertaken at Fulton Montgomery Community College; and

WHEREAS, the project would involve the replacement of the Athletics Facilities Critical Maintenance, and Paving Priority 2; and

WHEREAS, the College proposes completion of said project utilizing monies from New York State 50% Match Funds, and the County Sponsors as follows:

NYS 50% Matching Funds $473,244.50
Sponsor Match – Fulton  $236,622.25
Sponsor Match – Montgomery   $236,622.25
Total  $946,489.00

 RESOLVED, that the Montgomery County Legislature hereby approves the 2025 FMCC Capital Projects at a cost not to exceed $946,489.00; and

FURTHER RESOLVED, that this project will require $236,622.25 of matching funds from Montgomery County; and

 FURTHER RESOLVED, that this resolution is contingent upon passage of a similar resolution by the Fulton County Board of Supervisors.

RESOLUTION ADOPTING 2024-2025 FMCC OPERATING BUDGET AND RESCINDING RESOLUTION 194 OF 2024 (FMCC)

WHEREAS,  the Montgomery County Legislature adopted the proposed 2024-2025 FMCC Operating Budget by Resolution 194 of 2024; and 

WHEREAS, Fulton County did not approve the proposed budget and it is necessary to pass a new resolution to pass the budget; and

WHEREAS, the Fulton-Montgomery Community College Board of Trustees has presented Fulton and Montgomery County, the sponsoring counties, with a 2024-2025 budget request, proposing a total FMCC budget of $15,385,889; and

WHEREAS, a public hearing related to the adoption of said FMCC Budget was held on July 23, 2024; and

WHEREAS, that the amount to be appropriated by the County of Montgomery, as its sponsor share of said Budget, shall be $ 1,645,821, which is 11% of the Operating Budget.

NOW, THEREFORE BE IT

RESOLVED,  that Resolution 194 of 2024 is hereby rescinded ;and

FURTHER RESOLVED, that the Montgomery County Legislature hereby adopts the 2024-2025 FMCC Operating Budget ; and 

FURTHER RESOLVED, that said sponsor’s share shall be included in the Montgomery County Operating Budget for 2025, as provided for in Section 6304 of the Education Law of the State of New York; and be it further

FURTHER RESOLVED, that this Resolution shall take effect upon adoption of a similar Resolution by the Fulton County Board of Supervisors

RESOLUTION AUTHORIZING A FIREWORKS DISPLAY AT THE FORMER BEECH-NUT FACILITY (COUNTY LEGISLATURE)

WHEREAS, Montgomery County has been approached with a request for permission to hold a fireworks display at the former Beech-Nut facility; and

WHEREAS, E29, the holder of the Purchase and Sale Agreement has agreed to this display as well; and

WHEREAS, Montgomery County supports the Village's efforts to promote economic development.

NOW THEREFORE BE IT RESOLVED, that the Montgomery County Legislature, upon the receipt  of all necessary approvals and permits,  signing of proper waivers and proof of proper insurance coverage in favor of Montgomery County, authorizes the use of the former Beech-Nut facility for a fireworks display on September 14, 2024 in the Village of Canajoharie; and

BE IT FURTHER RESOLVED, that the use of the former Beech-Nut facility for the fireworks display shall be at no cost to Montgomery County.
