RESOLUTION AUTHORIZING THE COUNTY EXECUTIVE TO SIGN CONTRACTS FOR HOME RUN AND TURNABOUT PREVENTION PROGRAMS (SOCIAL SERVICES)

WHEREAS, the Department of Social Services currently contracts with Berkshire Farm Center & Services for Youth for their school, home and community-based truancy prevention program for at-risk elementary students (K-5), called the Home Run Program and middle school students, called the Turnabout Program; and

WHEREAS, Berkshire places a Family Specialist within the participating school districts in Montgomery County in an effort to become part of the school culture. The program provides family counseling and empowers families to become more involved with school, community, and family; and

WHEREAS, since the program, in collaboration with our local school districts, has the ability to reduce foster care placements, the Department of Social Services wishes to continue to contract with Berkshire and our 5 local school districts (Canajoharie Central School District, Fonda-Fultonville Central School District, Fort Plain Central School District, Greater Amsterdam School District, and Oppenheim-Ephratah-St. Johnsville Central School District), as well as Hamilton-Fulton-Montgomery BOCES, who coordinates payments for the districts’ local share of the contract; and, be it

RESOLVED, that the County Executive, upon review and approval of the County Attorney, is hereby authorized and directed to sign a contract with Berkshire Farm Center & Services for Youth in the amount of $994,416.00, for the period of January 1, 2023 through December 31, 2023; and

FURTHER RESOLVED, that the County Executive, upon review and approval of the County Attorney, is hereby authorized and directed to sign contracts with CCSD, FFCSD, FPCSD, GASD, OESJCSD, and HFM BOCES for the period of January 1, 2023 through December 31, 2023 in the amount of $41,986.45 per program.

Statement of Legislative and Financial Impact:

I. Nature of Request:

Authorizing the County Executive to sign contracts with Berkshire Farm Center & Services for Youth, Canajoharie Central School District, Fonda-Fultonville Central School District, Fort Plain Central School District, Greater Amsterdam School District, Oppenheim-Ephratah-St. Johnsville Central School District, and Hamilton-Fulton-Montgomery BOCES for Home Run and Turnabout Prevention Programs.


II. Justification:

These programs will reduce costly foster care placements by keeping children in their own homes.


III. Legislative Impact:

Pursuant to Article 3 of the Charter, the Montgomery County Executive has the authority to sign contracts.


IV. Financial Impact:

The Berkshire Farm Center & Services for Youth contract will be funded by 62% State dollars ($616,537.92) and 38% Local dollars ($377,878.08)

 

The contracts with the school districts and BOCES will reimburse the local dollar amount at a rate of $41,986.45 to the County by each participating school district per program.

RESOLUTION TO ACCEPT FUNDS FOR NYS HEALTHCARE WORKER BONUS PROGRAM (PUBLIC HEALTH / MENTAL HEALTH)

WHEREAS, as part of the NYS Executive Budget, Governor Hochul has created the Healthcare Worker Bonus Program (HWB); and

WHEREAS, the HWB allows for payment of bonuses to recruit, retain, and reward health care and mental hygiene workers that meet eligibility requirements; and

WHEREAS, employees working for Montgomery County that qualify for this bonus have been submitted via the HWB portal for the 1st vesting period beginning October 1, 2021 and ending March 31, 2022, all eligibility requirements as set for by NYS have been met, and bonuses have been approved; and

WHEREAS, employees working for Montgomery County that qualify for this bonus have been submitted via the HWB portal for the 2nd vesting period beginning April 1, 2022 and ending September 30, 2022, all eligibility requirements as set for by NYS have been met, and bonuses have been approved; and

RESOLVED, that the Montgomery County Legislature hereby resolves and accepts these funds to make payments to eligible workers as approved via the HWB portal:

FURTHER RESOLVED, that the Montgomery County Treasurer is hereby authorized and directed to amend the 2022 Operating Budget as follows:

INCREASE REVENUES:    
A-16-3-3450-00  Public Health - Other, State Aid $45,213.00
A-17-3-3489-00 Mental Health - Other, State Aid $8,073.75
     
INCREASE APPROPRIATIONS:

Statement of Legislative and Financial Impact:

I. Nature of Request:

Provide Healthcare Worker Bonus payments as approved by NYS.


II. Justification:

The Healthcare Worker Bonus Program was included in the NYS Executive Budget to provide bonuses to recruit, retain, and reward eligible Healthcare workers.


III. Legislative Impact:

Pursuant to Article 2 of the Charter, the Montgomery County Legislature has the authority to make appropriations.


IV. Financial Impact:

No financial impact to the county, as funds are provided from NYS to be paid directly to eligible employees.
