RESOLUTION RE-ALLOCATING THE SALARY GRADE FOR TECHNICAL COMMUNICATIONS COORDINATOR (SHERIFF)

WHEREAS, it is the intent of the Sheriff is to bring the salary of the Technical Communications Coordinator more in line with other similar positions around the state and the local area; and

WHEREAS, increasing the base salary to $53,598 for 2023 and adding $640.07 for the remainder of 2022 will make the position more equitable; and

WHEREAS, after salary survey and review of the duties which include additional supervisory responsibilities and increase demands since the position was originally created, the Personnel Officer concurs that a re-allocation of the title to a higher grade is necessary; and

Resolved, that the Legislature adopts the reallocation of the Technical Communications Coordinator from a Grade I to a Grade J in the CSEA contract; and

Further Resolved, that the Montgomery County Treasurer hereby is authorized and directed to amend the 2022 operating budget as follows:

Statement of Legislative and Financial Impact:

I. Nature of Request:

Resolution amending the salary of the Technical Communications Coordinator and re-allocating the title to a higher grade


II. Justification:

The Technical Communications Coordinator is a very important position within the Sheriff's Office.  This position manages all the vendors within the 911 dispatch center, the position is responsible for all reporting to the state, annual reports for local needs and recently added supervisory responsibilities.  The demand and importance of this position does not come close to the salary provided originally negotiated, It is important to increase the salary of this particular position to match the level of commitment and responsibility required.


III. Legislative Impact:

Pursuant to Article 2 of the Charter, the Montgomery County Legislature has the power to make appropriations.


IV. Financial Impact:

The financial impact would be approximately, $640.00 for the 2022 operating budget.

RESOLUTION AUTHORIZING HOURLY RATE INCREASE FOR PART-TIME DEPUTIES AND CORRECTIONS OFFICERS (SHERIFF)

WHEREAS, the Sheriff has recommended an hourly rate increase for part-time Deputies and Correction Officers to help keep current employees and attract future employees; and 

RESOLVED, the Montgomery County Legislature approves the proposed pay schedule for part time employees and continues to allow all part time employees to be paid out of a two tiered system.

FURTHER RESOLVED,that the hourly rate for part-time Deputies and Correction Officers shall be as follows:

Correction Officer In Training $21.00
Correction Officer Trained $22.00
   
Deputy Sheriff In Training     $22.00

Statement of Legislative and Financial Impact:

I. Nature of Request:

RESOLUTION AUTHORIZING HOURLY RATE INCREASE FOR PART-TIME DEPUTIES AND CORRECTIONS OFFICERS (SHERIFF)


II. Justification:

With bargaining agreements getting settled, inflation on the rise and wages around us coninuing to increase.  Increasing our PT wages is essential to keep staff, recruit staff and stay competative.  PT staff help tremendously as they do not require benefits, however serve a very valuable service filling important shifts.


III. Legislative Impact:

Pursuant to Article 2 of the Charter the Montgomery County Legislature has the authority to make appropriations and to fix by resolution the compensation of all officers and employees paid from County funds.


IV. Financial Impact:

The financial impact for this resolution is minimal and I will absorb the increased cost within my 2023 budget appropriations.

RESOLUTION AUTHORIZING COUNTY EXECUTIVE TO SIGN AGREEMENT - EASTERN MEDICAL SUPPORT, LLC. (SHERIFF)

WHEREAS, it is necessary to provide medical services for incarcerated persons at the Montgomery County Jail, and 

WHEREAS, a new law to take effect October 7, 2022 called MAT (Medication Addiction Treatment) requires new services and medications pertaining to Opioid addictions; and

WHEREAS, for continuity of services it is recommended that the MAT contract be handled by our current medical provider at the jail.

RESOLVED, that the Montgomery County Legislature hereby authorizes and directs the County Executive, to sign an agreement with Eastern Medical Support, LLC for provision of medical services at the Montgomery County Jail, following review and approval by the County Attorney for 2022 at an increased amount not to exceed $18,750.00 and for 2023, a total of $321,983.18 for a term through December 31, 2023.

FURTHER RESOLVED, the County Treasurer is hereby authorized and directed to amend the 2022 Operating Budget as follows:

Statement of Legislative and Financial Impact:

I. Nature of Request:

RESOLUTION AUTHORIZING COUNTY EXECUTIVE TO SIGN AGREEMENT - EASTERN MEDICAL SUPPORT, LLC. (SHERIFF) 


II. Justification:

New York State passed a new law that takes effect October 7, 2022 called MAT (Medication Addiction Treatment) for all jails within in New York State.  This law requires a special provider to evaluate and treat anyone with an opioid addiction.  It also calls for unfunded financial mandates pertainig to increased medical coverage, testing abilities, new medications and additional incarcerated persons services.

I have attached a copy of the law and procedures we must follow.  We have been working with Public Health/Mental Health, St. Mary's, EMS and the State for over a year on this.


III. Legislative Impact:

Pursuant to Article 3 of the Charter the Montgomery County Executive has the authority to sign contracts.


IV. Financial Impact:

There are increases built into this agreement, however EMS is our main medical provider for the incarcerated persons and with the new mandated Law for MAT(Medication Addiction Treatment) taking effect October 7, 2022, these increases and this contract are a necessity.

WHEREAS, there is a need to add funds to the patrol overtime line; and

WHEREAS, the Montgomery County Deputies have been working hard covering calls, details and conducting Investigations.  They also settled a bargaining agreement increasing thier overtime rate.  These things combined with STOP-DWI money and Court reimbursements have caused our overtime line to run short; and

WHEREAS, this increase in overtime is something that is directly related to operations of the patrol/investigative division;

RESOLUTION AMENDING THE 2022 OPERATING BUDGET - OVERTIME (SHERIFF) 


II. Justification:

The Deputy Sheriff's continue to work hard covering an increase in calls, details and investigations.  We also conduct overtime details for STOP-DWI, the Courts and the schools, this money is paid out of our line but not returned to the overtime line.  These things combined with a new baragaining agreement signed after the budget was passed has caused an increase in the overtime rate and insufficient funds to cover current expenditures.  


III. Legislative Impact:

Montgomery County Legislators have the authority to authorize budget transfers pursuant to Article 2 of the Montgomery County Charter.


IV. Financial Impact:

There should be no financial impact as this money is budgeted and just moved within current lines.

WHEREAS, the County of Montgomery  has assigned the Sheriff's Office as lead agency and has been awarded the FY2022 Domestic terrorism prevention grant program funds to assist in law enforcement operations throughout Montgomery County; and

WHEREAS, the Sheriff's Office has been notified by the New York State Division of Homeland Security and Emergency Services that Montgomery County has been awarded $172,413.00, with no County match, to assist in law enforcement operations throughout Montgomery County; and

WHEREAS, the Montgomery County Legislature hereby authorizes the acceptance of the FY2022 Domestic Terrorism Prevention Grant Program Grant; and

RESOLVED, the Montgomery County Legislature hereby authorizes and directs the County Executive, following review and approval of the County Attorney to sign the agreement for FY2022 Domestic Terrorism Prevention Grant Program.

AUTHORIZING THE COUNTY EXECUTIVE TO SIGN AN AGREEMENT ACCEPTING THE FY2022 DOMESTIC TERRORISM PREVENTION GRANT PROGRAM GRANT FUNDS AND AMENDING THE 2022/2023 OPERATING BUDGET 


II. Justification:

The Montgomery County Sheriff's Office is the lead agency for Montgomery County and will create a full-time Deputy position in order to conduct planning activities to support the creation and operations of a threat assessment and management team within the jurisdiction to include stakeholders as well as numerous private businesses within the county. Utilizing grant funds the Sheriff's office will create an informational pamphlet to be delivered to all the mentioned stakeholders, this pamphlet will include information about the TAM team and how to contact the lead agency as well as provide information and tips to the Sheriff's Office. The Sheriff's Office will also create and maintain online portals for reporting tips and utilize social media to provide additional awareness out to the general public.


III. Legislative Impact:

Pursuant to Article 2 of the Charter the County Legislature has the authority to make appropriations. According to Article 3 of the Charter the County Executive has the authority to sign contracts.


IV. Financial Impact:

There is no financial impact for this resolution as it is a 100% no match grant provided to our office.
