Chairman Roy S. Dimond has called a meeting of the Health and Human Services Committee for 6:00 p.m. on Tuesday, July 20, 2021 in the Legislative Chambers, County Office Building, 64 Broadway, Fonda, New York 12068.

RESOLUTION AMENDING THE 2021OPERATING BUDGET,  ESTABLISHING A PART TIME SUPERVISING SOCIAL SERVICES ATTORNEY AND ELIMINATING POSITIONS(SOCIAL SERVICES)

WHEREAS; The Commissioner of the Department of Social Services has identified the need to establish a Supervising Social Services Attorney, Group T (Part Time) with a base salary of $65,000; and

WHEREAS, line 513 Social Services Attorney (Part Time) and DSS Attorney PT-Temp  will be eliminated to offset the cost; and

THEREFORE BE IT RESOLVED,  that 513 Social Services Attorney (Part Time)  is hereby eliminated; and

FURTHER RESOLVED, that the  DSS Attorney PT-Temp  position shall be elimintated upon Supervising Social Services Attorney – PT being filled; and

FURTHER RESOLVED, that the County Treasurer is hereby authorized and directed to amend the 2021 Operating Budget:

Statement of Legislative and Financial Impact:

I. Nature of Request:

The Department is requesting that the existing Social Services Attorney (part-time) position be eliminated, and that a Supervising Social Services Attorney (part-time) position be established to replace it.


II. Justification:

A Supervising Social Services Attorney (part time) is requisite to the Department’s growing needs.


III. Legislative Impact:

Pursuant to Article 2 of the Charter, Montgomery County Legislature has the power to make appropriations.


IV. Financial Impact:

Both positions are funded by 55% Federal reimbursement, 33% State reimbursement and 12% Local dollars.  This resolution is replacing one position with another at the same reimbursement rate, with the remaining previously budgeted funds, so there is no 2021 financial impact. Future costs will be included in the 2022 budget. Additionally, there will be no fringe benefit impact for 2021 because fringe was already allocated for the eliminated position.

WHEREAS, The Commissioner of the Department of Social Services has identified the need to establish a Supervising Social Services Attorney (PT); and 

WHEREAS, the Commissioner of the Department of Social Services met with the Personnel Officer and it was determined that the duties Supervising Social Services Attorney (PT) would meet the needs of the Department as such, the title is certified in accordance with Civil Service law Section 22.

WHEREAS, the position of Supervising Social Services Attorney (PT) shall be allocated to Group T in the Non-Bargaining Policy with a base salary of $65,000; and 

WHEREAS, to offset the cost of said p​position, it is requested that line 513 (Social Service Attorney PT) and line 101 (Social Service Attorney PT) be eliminated. 

THEREFORE BE IT RESOLVED, that the position of Supervising Social Services Attorney (PT) is hereby established in the Department of Social Services at base pay rate of $65,000.00 with a pro-rated base pay amount for the remainder of 2021 of $29,695, Group T of the Non-Bargaining Personnel Policy; and 

FURTHER RESOLVED, that line 513 Social Services Attorney (PT)  is hereby eliminated and line 101 Social Service Attorney PT-Temp shall be eliminated upon the filling of the newly created Supervising Social Services Attorney – PT; and 

FURTHER RESOLVED, that the County Treasurer is hereby authorized and directed to amend the 2021 Operating Budget as follows:

WHEREAS, the Montgomery County Legislature passed Resolution 217 of 2014 accepting Early Intervention Administration Grand funds; and

WHEREAS, said grant funding, for the period of October 1, 2020 through September 30, 2021 is currently appropriated in the 2021 Operating  Budget; and

WHEREAS, the final funding award for the 2020-2021 Early Intervention Administration Grant has increased.

RESOLVED, that the Montgomery County Legislature hereby authorizes and directs the County Treasurer to amend the 2021 Operating Budget as follows:

INCREASE REVENUES:     
 A-16-3-3401-01 Public Health Grant - EI Admin Grant   $5,455.00 
     
INCRESASE APPROPRIATIONS:     
A-16-4-4010-01-4408   Public Health Grant - Office Supplies  $5,455.00

IV. Financial Impact:

No financial impact, revenues offset expenses via grant increasing funds to counties per NYS

RESOLUTION ACCEPTING EARLY INTERVENTION ADMINISTRATION GRANT FUNDS (PUBLIC HEALTH)

WHEREAS, the Montgomery County Public Health Department has been awarded Early Intervention Administration Program grant funding in the amount of $173,030.00 for the period of October 1, 2021-September 30, 2026; and

WHEREAS, this funding will be included in the Pubic Health Operting Budget in the amount of $34,604.00 annually, beginning with 2022 budget.

RESOLVED, that the Montgomery County Legislature hereby authorizes acceptance of the Early Intervention Administration grant funding; and

FURTHER RESOLVED, that the County Executive, following review and approval by the County Attorney, hereby is authorized to sign said grant contract for  the Early Intervention Administration Program in the amount of $173,030.00 for the period of October 1, 2021-September 30, 2026.

Statement of Legislative and Financial Impact:

I. Nature of Request:

Accpetance of NYSDOH Early Intervention Administration Program grant award.


II. Justification:

NYSDOH provides funding to local health departments to offset costs to provide early intervention services to children within Montgomery County.


III. Legislative Impact:

Pursuant to Article 3 of the Charter, the Montgomery County Executive has the authority to sign contracts.


IV. Financial Impact:

Early Intervention Administration grant funding is currently included in the 2021 Public Health Budget, and acceptance of the grant contract is required to maintain this funding for future budget years.
