Chairman Roy S. Dimond has called a meeting of the Health and Human Services Committee for 6:01 p.m. on Tuesday, May 18, 2021 in the Legislative Chambers, County Office Building, 64 Broadway, Fonda, New York.

WHEREAS, the nation is in the midst of a global pandemic cause by COVID-19; and

WHEREAS, vaccinations against COVID-19 are starting to be distributed and it is necessary to make them available to the residents of Montgomery County in an efficient manner; and

WHEREAS, there is a need to contract with an independent contractor to help administer these vaccines to the public. 

BE IT RESOLVED, that the Montgomery County Treasurer is authorized and directed to amend the 2021 Operating Budget as follows:

RESOLUTION SUPPORTING THE CONSOLIDATION OF VITAL REGISTRATION DISTRICTS BETWEEN THE TOWN OF CANAJOHARIE AND THE VILLAGE OF CANJOHARIE

WHEREAS, the Town of Canajoharie has been assigned by New York State as Vital Statistics Registration District 2851, and the Village of Canajoharie has been assigned by New York State as Vital Statistics Registration 2822; and 

WHEREAS, the Village Clerk has requested approval of the Village Board to formally consolidate the Town and Village into one primary registration district, namely the District of the Town of Canajoharie under Vital Records Registration District 2851; and 

WHEREAS, the formal consolidation of the Registration Districts would benefit the public by eliminating questions as to which district records should be filed and not result in the loss of services to either municipality;

WHEREAS, Montgomery County supports the consolidation of vital registration districts between the Town of Canajoharie and the Village of Canajoharie. 

RESOLVED, Montgomery County supports and approves the consolidation of the Town and Village Registrar functions under the Town's registration number (Vital Registration District 2851), pending necessary approvals of all other required entities, including the Village of Canajoharie, the Town of Canajoharie and New York State Department of Health; and

RESOLVED, that the Clerk of the Legislature is authorized and directed to send certified copies of this resolution to the Village of Canajoharie, the Town of Canajoharie and the New York State Department of Health.

The Amsterdam Town Clerk has requested approval of the Town Board to formally consolidate the Town and Village into one primary registration district, namely the District of the Town of Amsterdam under Vital Records Registration District 2850

RESOLUTION AMENDING THE 2021 OPERATING BUDGET REQUESTING ADDITIONAL FUNDS FOR INDIGENT VETERAN BURIALS – YOUTH & VETERANS SERVICES

WHEREAS, the 2021 Operating Budget designated funds for indigent veteran burials in the amount of $10,000; and

WHEREAS, on average, an indigent veteran burial costs $2,179 with the average number of burials being five per year; and

WHEREAS, the County Veterans’ Service Agency has processed five vouchers for indigent veteran burials thus far in 2021 nearly exhausting the funds in that line; and

WHEREAS, additional funds are needed to pay for indigent veteran burials through the remainder of 2021.

NOW, THEREFORE BE IT RESOLVED, the County Treasurer is hereby authorized and directed to amend the 2021 Operating Budget as follows:

WHEREAS, Section 4410 of the Education Law of the State of New York requires municipalities to enter into contracts with service agencies, that are providers of 4410 3-5 preschool services; and

WHEREAS, a municipality must contract with providers who are approved by the State Education Department no later than 40 days from the receipt of a written notice from the State Commissioner of Education; and

WHEREAS, the Education Department has developed a suitable contract format for use of the Montgomery County Public Health Department; and
           
RESOLVED, that the Montgomery County Legislaure hereby authorizes and directs the County Executive, upon review and approval of the County Attorney,  to sign and execute any and all prospective contract documents for the period of July 1, 2021 – June 30, 2024, entered into between the County and individuals or agencies providing services to County students enrolled in the Section 4410, 3-5 Preschool Program.

WHEREAS; the Department has reviewed the workload in the Mental Health Department has deemed that an additional position is a necessary to perform the vital function for the department; and

WHEREAS, the Director of Mental Health has met with the Personnel Officer in regard to the needs and the title of Mental Health Education Coordinator is most appropriate; and

WHEREAS, the Mental Health Education Coordinator shall be established at a base salary of $44,592 which shall contractually increase on 7/1/2021 to $45,149 a Grade J, CSEA Bargaining Agreement.

RESOLVED, that the Montgomery County Legislature hereby establishes the Mental Health Education Coordinator, with a base salary of $44,592 which shall contractually increase on 7/1/2021 to $45,149 in the CSEA Bargaining Agreement.

FURTHER RESOLVED, that the County Treasurer is hereby authorized and directed to amend the 2021 Operating budget as follows:

RESOLVED, the facilities that are used in Montgomery County are as follows:

FURTHER RESOLVED, that the Montgomery County Legislature, after review and approval by the County Attorney, hereby authorizes and directs the County Executive to sign, and execute prospective contract documents for a term of January 1, 2021 through December 31, 2021, entered into between the County and approved agencies providing services to County aging population in need of Personal Care Services, Assisted Living, Hospice, and Personal Emergency Response Systems.

AUTHORIZING THE COUNTY EXECUTIVE TO SIGN AGREEMENTS FOR SERVICES APPROVED IN 2021


II. Justification:

The Department is mandated to contract with state approved agencies to provide needed services to our aging population.


III. Legislative Impact:

Pursuant to Article 3 of the Charter, the Montgomery County Executive has the authority to sign contracts.


IV. Financial Impact:

Agreements are for services for which DSS does not pay. We are contracting to facilitate program use for our clients who are Medicaid eligible.
