Chairman Roy S. Dimond has called a meeting of the Personnel Committee for 6:04 p.m. on Tuesday, March 16, 2021 in the Legislative Chambers, County Office Building, 64 Broadway, Fonda, New York 12068.

In conjunction with Governor Cuomo’s Executive Order, this meeting will also be held electronically via teleconference on March 16, 2021 at 6:00 pm. Members of the public may participate in the meeting by attending or by calling 1-872-240-3212, Access Code 656-287-445. Minutes of the hearing will be transcribed and later posted on the Montgomery County website at www.co.montgomery.ny.us.

RECOMMENDATION:

RESOLUTION ADOPTING THE MONTGOMERY COUNTY PANDEMIC PLAN AS REQUIRED BY NYS LEGISLATION (S8617B/A1-832) (PERSONNEL)

WHEREAS, Governor Andrew M. Cuomo signed legislation (S8617B/A10832) requiring all public employers to create plans to adequately protect workers in the event of another state disaster emergency involving a communicable disease.

WHEREAS, said plan shall include the following:

List and description of positions considered essential
Descriptions of protocols to follow to enable all non-essential employees to work remotely
Description of how employers would stagger work shifts to reduce overcrowding
Protocols for PPE
Protocol for when an employee is exposed to disease
Protocol for documenting hours and work locations for essential workers
Protocol for working with essential employees' localities for identifying emergency housing if needed
Any other requirement determined by the New York State Department of Health, such as testing and contact tracing

WHEREAS, it is required that the plan be evaluated and updated annually; and

WHEREAS, the Montgomery county plan is complete and meets the requirements set forth in S8617B/A10832.

RESOLVED, that the Montgomery County Legislature hereby approves and adopts the Montgomery County Pandemic Plan, as attached hereto and made a part here of.

I. Nature of Request:

Legislative approval required for the Montgomery County Pandemic Plan as required by NYS Legislation.

II. Justification:

Required by NYS legislation (S8617B/A10832)

III. Legislative Impact:

Authorized pursuant to Article 2 of the Montgomery County Charter.

IV. Financial Impact:

There is no financial impact.
