RESOLUTION AWARDING RFP# 03-20 AND AUTHORIZING THE COUNTY EXECUTIVE TO SIGN AGREEMENT - TRINITY SERVICES GROUP, INC. (SHERIFF)

WHEREAS, the Purchasing Agent issued a Request for Proposals for the provision of food services at the Montgomery County Jail, and

WHEREAS, proposals have been received and were opened on March 18, 2020, and

WHEREAS, after reviewing the proposals the Sheriff and review committee consisting of, the Sheriff, Purchasing Agent, Under Sheriff, Jail Administrator and Pat Oeser(cook), recommend awarding the RFP to Trinity Services Group, Inc.,

RESOLVED, that the Montgomery County Legislature hereby authorizes and directs the County Executive after review and approval of the County Attorney to sign an agreement with Trinity Services Group, Inc. for the provision of food services at the Montgomery County Jail for a term of February 1, 2020 through December 31, 2023. At the end of this initial bid period, the contract may be renewed for two (2) additional years, in consecutive one-year intervals, and at the sole discretion of The County of Montgomery. for the prices listed on price list attached hereto and made a part hereof.

Statement of Legislative and Financial Impact:

I. Nature of Request:

RESOLUTION AWARDING RFP# 03-20 AND AUTHORIZING THE COUNTY EXECUTIVE TO SIGN AGREEMENT - TRINITY SERVICES GROUP, INC. (SHERIFF)


II. Justification:

We must provide meals to the incarcerated individuals within our facility.  Our current contract for food management is with Trinity Services Group.  We are very satisfied with them and the service they provide.  Although costs have increased slightly, we feel they are the best situation we have to continue operations as is.  A food cost schedule is provided for review.  As you can see there is a slight increase and the fewr meals served the more it costs.


III. Legislative Impact:

Authorized pursuant to Articles 2 and 3 of the Montgomery County Charter.


IV. Financial Impact:

There will be a slight increase in meal costs, especially with a lower incarcerated individual count.

RESOLUTION AUTHORIZING COUNTY EXECUTIVE TO SIGN AGREEMENT - EASTERN MEDICAL SUPPORT, LLC. (SHERIFF)

WHEREAS, it is necessary to provide medical services for incarcerated individuals at the Montgomery County Jail, and 

WHEREAS, a Request for Proposals was put forth soliciting services for January 1, 2019 until December 31, 2020 with an option for two one year extensions; and

WHEREAS, this request is to approve a one (1) year extension for 2021 in the amount of $227,320.00 the same fee paid in 2020. 

RESOLVED, that the Montgomery County Legislature hereby authorizes and directs the County Executive, to sign an agreement with Eastern Medical Support, LLC for provision of medical services at the Montgomery County Jail, following review and approval by the County Attorney for a one (1) year extension for 2021 at an amount not to exceed $227,320.00.

I. Nature of Request:

RESOLUTION AUTHORIZING COUNTY EXECUTIVE TO SIGN AGREEMENT - EASTERN MEDICAL SUPPORT, LLC. (SHERIFF) 


II. Justification:

Medical services must be provided to the incarcerated individuals in the Montgomery County Jail.  We are very pleased with our servcie and partnership with Eastern Med.  Keeping the cost the same is certainly rewarding.  We continue to try and save or keep costs constant, even though the count is down, we never know when it will increase and what medical issues may arise.  Attached is the contract and letter to support this resolution, thank you!


III. Legislative Impact:

Pursuant to Article 3 of the Charter the Montgomery County Executive has the authority to sign contracts.


IV. Financial Impact:

There is no financial impact, the rate is the same as 2020.

RESOLUTION AMENDING 2020 OPERATING BUDGET WITH E-911 RESERVE FUNDS (SHERIFF)

WHEREAS, E-911 Reserve Funds are created from 911 surcgarges and set aside specifically to handle issue spertaining tot eh 911 Dispatch Center and radio/phone systems; and

WHEREAS, said E-911 Funds need to be used to complete payment for a microwave tower site location on Latimer Hill Road as  this site received a complete new building to house very important microwave/radio equipment supporting our 911 system county wide.

RESOLVED, that the Montgomery County Treasurer is hereby authorized to amend the 2020 Operating Budget as follows:

INCREASE REVENUES:    
A511 Appropriated Reserve-E-911 $158,800.00
     
INCREASE EXPENDITURES:    
A-15-4-3020-14-2250  Technical Equipment $158,800.00

Statement of Legislative and Financial Impact:

I. Nature of Request:

RESOLUTION AMENDING 2020 OPERATING BUDGET WITH E-911 RESERVE FUNDS (SHERIFF)


II. Justification:

This transfer is necessary to finish payment on a project started in 2018.  It is for a newly installed building that houses our microwave and radio equipment on latimer Hill Road.  It serves a very important purpose and came out very nice.  This money is perfect for this use, unfortunately this bill could have been paid for differently in the beiginning stages, however was left for us to take care of.   


III. Legislative Impact:

Pursuant to Article 2 of the Charter, the Montgomery County Legislature has the power to make appropriations.


IV. Financial Impact:

The only financial impact is the decrease in the E-911 reserve fund, the benefit is this is exactly what the oney is there for.  Unfortunately this cost was left for us and could have been handled differently by grant in the early stages.
