RECOMMENDATION:
     

RESOLUTION AWARDING CLARIFIER REHABILITATION AND OPTIONAL LEACHATE ACCEPTANCE PROJECT CONTRACT AND AUTHORIZING THE COUNTY EXECUTIVE TO ENTER INTO SAID CONTRACT (SANITARY DISTRICT)

WHEREAS, Resolution # 214 of 2016 authorized the issuance of $320,000.00 serial bonds to finance the cost and related expenses for a Clarifier Rehabilitation Project and Leachate Acceptance Project at the Montgomery County Sanitary District No. 1, and

WHEREAS, Resolution # 45 of 2017 authorized an agreement to retain the services of John M. McDonald Engineering P.C. to prepare specifications, solicit bids, and oversee the contruction phase of said projects, and

WHEREAS, an RFP was issued and responses were received; and

WHEREAS, the Montgomery County Sanitary District No.1 Board of Directors has reviewed all bids and recommends that contracts be awarded to the lowest, responsible, responsive bidder being:

RESOLVED, the Montgomery County Legislature hereby authorizes awarding contract to:

FURTHER RESOLVED, the County Executive, upon the review and approval of the County Attorney, is authorized and directed to execute aforementioned contract.

Statement of Legislative and Financial Impact:

I. Nature of Request:

To award Clarifier Rehabilitation Project and optional Leachate Acceptance Project


II. Justification:

The Clarifier Rehabilitation Project and optional Leachate Acceptance Project have been identified as critical improvements needed for operation of the District.


III. Legislative Impact:

Pursuant to Article 3 of the Montgomery County Charter, the Montgomery County Executive has the authority to enter into contracts.


IV. Financial Impact:

Projects were bonded in 2016 based on Engineering estimates.

RESOLUTION AMENDING THE 2018 OPERATING BUDGET  - PUBLIC WORKS EQUIPMENT

WHEREAS, Montgomery County is a supporter of Shared Services, and

WHEREAS, Montgomery County Department of Public Works and the Emergency Management Office have agreed to secure a piece of equipment beneficial to both department's, and

WHEREAS, the Commissioner of Public Works is requesting a transfer of funds to help with the purchase of a new truck to be shared between the Department of Public Works and the Emergency Management Office'

RESOLVED, that the County Treasurer is authorized and directed to amend the 2018 operating budget as follows:

TRANSFER TO:

Statement of Legislative and Financial Impact:

I. Nature of Request:

For Authorization allowing the County Treasurer to transfer funds from the DM Fund of DPW to the A Fund Equipment for Emergency Manangement


II. Justification:

For the purchase of a new Shared Service vehicle between DPW and EMO.


III. Legislative Impact:

Pursuant to Article 2 of the Montgomery County Charter, the Legislature has the power to make appropriations.


IV. Financial Impact:

No financial impact- Funds were budgeted in the 2018 Operating Budget
