RESOLUTION AUTHORIZING THE COUNTY EXECUTIVE TO SIGN RENEWAL AGREEMENT WITH MATRIX/ARAYA (PERSONNEL)

WHEREAS, the agreement with Matrix/Arayais is set to expire on December 31, 2017; and

WHEREAS, it has been recommended by the Personnel Officer that Montgomery County continue to utilize the  pharmacy benefit services provided by Matrix/Araya; and 

RESOLVED, that the County Executive, following review and approval by the County Attorney, is authorized and directed to sign said agreement with Matrix/Araya; and 

FURTHER RESOLVED, that said agreement shall be effective January 1, 2018 and ending December 31, 2020.

Statement of Legislative and Financial Impact:

I. Nature of Request:

Renewal agreement with Matrix/Araya


II. Justification:

Matrix/Araya, is the current pharmacy benefit manager for Montgomery County, who provides, manages and administers prescription drug programs including the maintenance of a nationwide network of pharmacy, claims administration, prescription drug management and rebate services.


III. Legislative Impact:

Pursuant to section 2.04 (b) of the charter the Montgomery County Executive has the authority to sign contracts.


IV. Financial Impact:

Montgomery County will not see an increase in the Matrix/Araya administration fees for the 2018 plan year.

RESOLUTION AUTHORIZING THE COUNTY EXECUTIVE TO SIGN RENEWAL AGREEMENT - DELTA DENTAL (PERSONNEL)

WHEREAS, the agreement with Delta Dental is set to expire on December 31, 2017; and

WHEREAS, the Personnel Officer is recommending that the agreement with Delta Dental be renewed.

RESOLVED, that the Montgomery County Legislature hereby authorizes and directs the County Executive, following review and approval by the County Attorney to sign an agreement with Delta Dental at a rate of $4.69 per employee per month.

FURTHER RESOLVED, said agreement shall be effective January 1, 2018 through December 31, 2018.

Montgomery County contractually provides dental benefits to employees.


III. Legislative Impact:

Pursuant to Article 3 of the Montgomery County Charter the Montgomery County Executive has the authority to enter into contracts.


IV. Financial Impact:

The renewal for Montgomery County's current Delta Dental Plan will see an increase of $.09 per employee per month for this renewal.

WHEREAS, the agreement with Empire Blue Cross is set to expire on December 31, 2017; and

WHEREAS, it has been recommended by the Personnel Officer after marketing health insurance for the active employees and retirees under age 65, self insured population, that Montgomery County continue to utilize the Administration Services provided by Empire Blue Cross; and 

RESOLVED, that the County Executive, following review and approval by the County Attorney, is authorized and directed to sign said agreement with Empire Blue Cross; and 

FURTHER RESOLVED, that said agreement shall be effective January 1, 2018 and ending December 31, 2018.

I. Nature of Request:

AUTHORIZING THE COUNTY EXECUTIVE TO SIGN RENEWAL AGREEMENT - EMPIRE BLUE CROSS

 (active employees and retirees under age 65, self insured population)


II. Justification:

Empire Blue Cross provides Montgomery County with the Administration of the County's PPO/EPO Health Insurance Plan.


III. Legislative Impact:

Pursuant to section 3 of the charter the Montgomery County Executive has the authority to sign contracts.


IV. Financial Impact:

Montgomery County will not see an increase in the EPO/PPO administration fees for the 2018 plan year however, certain fees have increased. Specifically, Empire will begin to charge Montgomery County an integration fee to communicate with our Stop loss carrier. This is in the amount of $900.00 a month. In addition, benefits such as Condition Care Core Program has increased from $0.88 pmpm to $.091pmpm as well as Healthy Lifestyle increased from $0.30 pmpm to $.031 pmpm.

The County will continue efforts, as was done for the Retiree over age 65 population, to seek affordable Health Insurance options without sacrificing benefits our Employees receive.

WHEREAS, the agreement with Haylor, Freyer & Coon is set to expire on December 31, 2017; and

WHEREAS, the Personnel Officer is recommending that the agreement with Haylor, Freyer & Coon be renewed.

WHEREAS, the Previous term of agreement was one year and the Personnel Officer Recommends a three year term to be consistent with our pharmacy administration agreement.

RESOLVED, that the Montgomery County Legislature hereby authorizes and directs the County Executive, following review and approval by the County Attorney to sign an agreement with Haylor, Freyer & Coon at a rate of $10.00 per employee per month.

FURTHER RESOLVED, said agreement shall be effective January 1, 2018 through December 31, 2020.

II. Justification:

 

Haylor, Freyer & Coon provide benefit administration as wells as a various of services for Montgomery County such as assisting the county in managing risk and cost of the employee health benefit coverage.


III. Legislative Impact:

 

Pursuant to Article 3 of the Montgomery County Charter the Montgomery County Executive has the authority to enter into contracts.


IV. Financial Impact:

 

Montgomery County's will see an increase for its current Consultant, Haylor, Freyer & Coon in the amount of $.10 per employee per month for this renewal.
