 HOME ENERGY ASSISTANCE PROGRAM (HEAP)

 

 

THE 2013-2014 HEAP will be closing Friday, March 14, 2014 

 

The Home Energy Assistance Program (HEAP) was first authorized by Congress during the 1979-1980 Congressional session.  It was established as a response to the drastic escalation of costs for heat and energy products during the mid-to-late 1970’s.  Categorical eligibility has been established for recipients of Family Assistance, Safety Net Assistance, and Supplemental Security Income as well as certain Food Stamp households.  Non-Public Assistance households apply separately.  Eligibility for this program is based on the income of the entire household and there is no resource/asset test for the regular non-emergency component of the program. 

 

 

 

HEAP may help you pay for Electricity, Propane, Natural Gas, Wood, Oil, Kerosene, Coal, or any other heating fuel.

·         Regular Benefit The HEAP regular benefit component assists low-income New Yorkers with the cost of heating their homes. The regular benefit component of HEAP will open November 18, 2013 and ends March 14, 2014.

·         Emergency Benefit The HEAP emergency benefit component assists qualifying low-income New Yorkers who are facing a heat or heat related energy emergency and do not have the resources available to resolve the emergency. The emergency benefit component of  HEAP will open January 2, 2014 and ends March 17, 2014. 

Heating Equipment Repair and Replacement has been suspended this year.  Households with an emergency can be referred to the Temporary Assistance Program, Power Programs and can access some funding with Homes & Community Renewal through the Weatherization Program.

 Applications Available:

The APPLICANT must be the person with the heating responsibility and must be the person who signs the application form.  You may be called to complete the application process  and confirm your benefit; therefore, please provide a telephone number and indicate the best time to call on the front page of the application.
