The Montgomery County Youth Bureau is a county department, funded by both the New York State Office of Children and Family Services and the County of Montgomery. The Bureau serves as a liaison between participating municipalities and contract agencies within the county and the New York State Office of Children and Family Services. The Youth Bureau does not provide direct services for the youth of the county.
The Youth Bureau currently works directly with eleven (11) county-based service agencies and seventeen (17) municipalities to provide over twenty youth service and recreation programs for the youth of Montgomery County.
Youth Funding Available
Funds for youth development, delinquency prevention and youth initiative programs are
available from the New York State Office of Children and Family Services via the Montgomery County Youth Bureau.
The Youth Bureau offers three (3) different types of funding for youth programs:
These funds are available through the Montgomery County Youth Bureau on a competitive basis to both local municipalities and community-based organizations which serve youth residing in Montgomery County. Any new program (currently not receiving funds through the Youth Bureau) will be limited to funding requests of no more than $5,000.00. A maximum of 50% of the program budget will be awarded to applicants who propose innovative and cost containing mechanisms, such as coordination and networking among various agencies. State and/or federal funding streams, as well as in-kind services, are disallowed as being considered matching funds. The YD/DP funding stream is a broad, flexible funding source administered by the Montgomery County Youth Bureau to meet locally identified needs. A wide range of youth development programs could include those based around education (GED, homework assistance), employment (career awareness, job development), health (nutrition, teen pregnancy), family life, (parenting, mentoring, crisis intervention), alcohol and substance abuse (education, counseling), juvenile justice (diversion, youth court, police juvenile aid bureaus), and recreation (athletics, park programs, youth centers).
The Special Delinquency Prevention Program is a specific initiative which targets youth with well defined needs and supports programs which deter youth from becoming involved with the juvenile justice system and/or chronic care services. This initiative seeks to address its mandate by promoting community-based efforts which offer the best opportunities for positive youth development. New programs will be limited to funding requests of no more than $5,000.00 and do not require a local match. SDPP funding prioritizes delinquency prevention programs such as alternatives to institutional care, support and assistance to youth returning to community from institutional care, drop out prevention, crisis intervention, teen pregnancy and job training.
Youth initiative funds are used for programs designed to curb the high priority problems affecting youth such as school related prevention projects that address the problems of truancy, suspension, vandalism and school violence, community organization projects which assist in the development of advocacy and self-help programs, youth services outreach to rural youth, employment projects, projects for limited English-speaking youth, etc. These funds also require a 50% match funding process similar to the YD/DP program funding stream.
All of the above proposed initiatives must demonstrate compatibility with the outcomes, objectives, and strategies of Montgomery County's Three Year County Comprehensive Planning Agreement for Youth Services (CCP).
Local Grant/Outreach Funds Available
Exclusively county-funded grants, established by the Montgomery County Board of Supervisors,
are made available to assist youth-serving programs within Montgomery County who
are currently not receiving, or are ineligible to receive, New York Office of
Children and Family Services' Funds. All grants made available do not
require matching funds. This is the Board of Supervisors' way of giving
some of the county tax money back to the community. Any organization in
the county that works with youth or has youth programs is eligible.
Typically these county grants range from $200-$500 each. Groups that are
eligible may include, but are not limited to: youth baseball, basketball,
softball and soccer programs, the Fort Hunter Free Library, the Friends of the
Visual and Performing Arts, Post-Prom parties, swim clubs, etc. In the
year 2000, 17 separate organizations received grant money through the
outreach program.
